This is who Jadis might be talking to on 'TWD'

It only took three episodes of The Walking Dead Season 9 to confirm what fans with common sense already knew - Jadis/Annie is fishy. She has been in contact with the helicopter crew and admits to Gabriel that she has traded people for supplies with the mysterious organization. She also knocked him out in the last episode, so his future doesn't look bright. However, fans are still speculating, wondering if Jadis is a Whisperer or just a shady pawn of some other group that fans don't yet know about? Based on the group's comic book history, this is unlikely.

The Whisperers are a group of survivors who believe the end of the world just happened to set humanity on a more animalistic path. They believe in blending in with the Walkers by wearing their skin and using their disguises to travel and build large groups of Walkers. The Whisperers rebel against civilization and act like a pack of wolves, with Alpha as the leader, Beta as second in command, and everyone else as followers.

Because of their beliefs, it's almost impossible for the Whisperers to be a helicopter community. Due to their primitive ideals and their nomadic lifestyle, helicopters are closely associated with the "old" world. So, the group Jadis works for is not the Whisperers. Also, Jadis isn't an Alpha or Beta, as those roles have already been cast to other actresses, according to Comicbook.com.

Jadis has also been on Rick's team since the war ended two years ago. This means she has to meet the Whisperers this season in order to fit into their ranks. The IMBD page for The Walking Dead states that Alpha and Beta will appear in Episode 6, so there's always the possibility that she'll be expelled from Rick's team and encounter them soon, but that seems far-fetched.

When she admits to Gabriel that she wants to fulfill her destiny of living in an established society, logically it doesn't make sense for her to adopt the Whisperer lifestyle. Also, she said the location was far away, which would be inconsistent with the local upcoming opponent.

If anything, this unknown society is either an entirely new creation from the TV show, or it could be the Federation, a large and prosperous Ohio group with a strict class system in the comics. This would explain why they have helicopters, abundant supplies, and why they view people as A (higher) or B (lower). A and B may be a reference to Alpha and Beta, but honestly the Commonwealth makes more sense.

The helicopter crew says Jadis owes him an "A" and she thinks Gabrielle is a "B," and then he threatens to report her activities to Rick. It looks like Gabriel will be the key to uncovering the truth about this mysterious organization.

Honestly, all of this could have been avoided if Rick had just left Jadis crying in the trash heap where she belongs. She's been hiding secrets from day one and is cunning enough that it's only a matter of time before she gets someone else kidnapped or worse. The only way she can redeem herself is for the Grimes family to escape from all this chaos in that luxury helicopter.
